There are two death rates. The death rate of a cause within a total population and the death rate of a cause within individuals with a certain condition within a total population.

You are comparing in one case the death rate of a cause within the total population to in the other case the death rate of a cause within individuals with a certain condition within a total population. This is not scientifically valid.
I'm comparing the death rate within two populations. One being police and the other being covid-19 positive people.

What you just described is not the scientific method lol

No UK Police shot dead this year.

Average death toll ? 2 per year.

We are proud of our controls although more can be done.
695 people in total were murdered in the year ending March 2020.

Our population is 66.6 million so in spite of these horrendous crimes, it's a pretty safe country.
