A neighbor that lives across the street from me, about 15 years ago had one of his horses tethered in his front yard eating grass, along came two pits that broke through his gate and killed his horse....a few weeks later there were two dead pit bulls.....

That's a tough call. I'm not sure I'd outlaw them... but I'd have no issues with requiring a certain amount of training and an insurance policy.
