No reason for ownership need be given for a shotgun certificate (which is £79.50).
There are inexpensive shotguns which can be bought for less than £100.
The only thing that would have stopped anyone from that household getting one, if they'd wanted to go down that route, would have been a criminal record.
And to get people breaking into your house with a gun, in the UK, it's usually to do with drugs, so they may have a criminal record.

That money covers the cost of admin and background checks. Renewal is £49.

And whilst the admin costs to the Police has gone up in recent years, the licence fee hasn't.
Shotgun certificates require no reason for ownership.
Rifles and pistols do, i.e. membership of a gun club / hunting / pest control.
But members of gun clubs know how to shoot properly and use a gun responsibly.
Members of gun clubs can get these:
.36 Navy Colt
.357 Magnum
.44 Magnum
.303 Lee Enfield Number 4 Mark 1.
.50 BMG calibre Accuracy International AX50.
Even a 20mm Vulcan calibre Anzio Ironworks rifle can be owned on a Section 1 certificate if you are a member of a gun club with a suitable range.
Obviously useless for home defence, as not only would it cut a burglar in half making one hell of a mess, but it would carry on and destroy everything else in its path.
