Very liberal legislation from the days when the USA had no formal Police Force and firearms were muzzle loaded.

The theory was that armed militias would deter crime / catch criminals and form police as well as providing armed forces for defence of the union, in the event of invasion.

At the time, the British Army was still a potential threat to your country, rather than an ally.

We still have internal enemies that can't wait on a call to the phone center, then placed in a dispatch queue, then sent to a unit when they become available, then wait for the unit to find you and your assailant.

That's because the 2nd amendment allowed the arming of your enemies.

If you had a system where every household in the USA was sent a licence form.
After which non applicants would get raided as would failed applicants.

Your country would be a lot safer as only non thugs / loons would be allowed firearms.
