That cat may need to see a vet to rule out physical problems you don't see that might be causing pain.
If it's less than 1 it's normal and you have to train them to not do that. You don't hit them but you may hold their jaw to extricate your fingers! And never let them get near your hands but play with toys like the dowel. Mine used to like a felt mouse on a long string on a dowel so I could zoom it around then let them beat up the little mouse!
