in some cases yes, in others no. For instance, the money spent on AIDs in Africa is, IMHO, money well spent. There are other issues to be considered. Africa has immense mineral wealth, especially in rare earth minerals. Cutting the funding to countries like Zimbabwe, South Africa, Tanzania, Malawi, Kenya, etc., opens the door for Chinese exploitation of those relationships and the minerals.
where s your proof that the Chinese would exploit them if we weren't giving money to them?
