Considering that the GOP refused to give Clinton the tools he requested, what is their culpability. Further, considering the lack of tools, what should Clinton have done. What actions? Against who?

Well he could have improved airports security in an environment where it was known that we had become a target of radical Muslim terrorists. They did attack the WTC previously.
