FDR kept us OUT of the war, until Japan attacked us and Germany declared war on us. He didn't make a "decision" to go to war: it was forced upon us.

FDR kept us out of war, that is true. However he did engage in a foreign policy that influenced Japan into starting a wide scale war in the Pacific.

Regardless of what BB calls GWB, I would call FDR a man that made a tough decision.
