If the money is allocated, at some point, it will be delivered. Have all of the stimulus checks been distributed? No. But the money is allocated and is being delivered. Again, whether or not it's delivered is irrelevant. True, a state could refuse the money, and I don't see any that have announced they're refusing the money.
Back to the original point. The moonies were cherry-picking the numbers. I'll use your logic. If don't know if the states have received the money then the moonies are lying. In either case, the numbers the moonies were using, whether received or not,
