Actually, he was appointed to his current post by Donald J tRump, 4-26-17.

Prior to that, he was US Attorney for the Maryland district, appointed by George W Bush, 7-12-05. (In 2007, Bush also nominated Rosenstein for a Federal judgeship.)

Looks like the GOP healthcare bill is moving forward after all. They realized they couldn't surrender on this and still be politically viable . they are going about it in a way that still seems archaic. in retrospect, they could have simply ignored the ACA / obamacare program and started working on...
